VA IRRRL: How San Diego Veterans Can Lower Their Mortgage Rate Without an Appraisal
If you bought your San Diego home with a VA loan in 2022 or 2023 — when rates peaked above 7% — there's a good chance you're paying more than you need to be.
The VA IRRRL (Interest Rate Reduction Refinance Loan), also called the VA Streamline Refinance, is the fastest and simplest refinance product in the mortgage industry. No appraisal. No income verification. No employment check. A funding fee of just 0.5% — and if you have a service-connected disability rating of 10% or higher, even that is waived.
If you have an existing VA loan, this guide covers everything you need to know about using the IRRRL to lower your rate in 2026.
What Is the VA IRRRL?
IRRRL stands for Interest Rate Reduction Refinance Loan. It is the VA's streamline refinance program — designed specifically for veterans and active duty service members who already have a VA loan and want to lower their interest rate or switch from an adjustable-rate to a fixed-rate mortgage.
The IRRRL is VA-to-VA only. You cannot use it to refinance a conventional, FHA, or other non-VA loan into a VA loan. For that, you would need a VA cash-out refinance, which involves full underwriting and different requirements. For a broader overview of the program, see our complete 2026 guide to VA loans in San Diego.
What makes the IRRRL distinctive is its streamlined nature:
No appraisal required in most cases. The lender uses the original appraised value from your existing VA loan.
No income verification. The VA does not require documentation of employment, income, or assets to qualify for an IRRRL.
No credit score minimum set by the VA. Lenders apply their own overlays — typically 580 to 640 — but the VA itself does not mandate a score.
No Certificate of Eligibility required. The lender confirms your existing VA loan through VA systems.
The result is a refinance that can close in approximately 30 days on a complete file — faster than virtually any other refinance product.
Who Qualifies for a VA IRRRL?
To qualify for a VA IRRRL:
You must have an existing VA loan on the property. The IRRRL refinances an existing VA mortgage — it cannot be used to refinance any other loan type.
The property must be your current or former primary residence. You must certify that you previously occupied the home as your primary residence. This allows military members who have since moved — including PCS to a new duty station — to use the IRRRL on a home they now rent out.
The new loan must pass the net tangible benefit test. For a fixed-rate to fixed-rate refinance, the new rate must be at least 0.50% lower than your current rate. For an adjustable-rate to fixed-rate refinance, the new fixed rate may be higher than the current ARM rate — the stability benefit satisfies the requirement.
You must not be delinquent on the existing VA loan at the time of application.
The VA IRRRL Funding Fee
Every IRRRL requires a VA funding fee of 0.5% of the new loan amount — with one important exception.
Veterans with a service-connected disability rating of 10% or higher are exempt from the VA funding fee entirely. This applies to the IRRRL as it does to purchase loans. Purple Heart recipients and qualifying surviving spouses are also exempt.

The 0.5% fee is significantly lower than the 2.15% funding fee on a first-time VA purchase loan, and the 3.3% on subsequent VA purchase loans with zero down. It can be financed into the new loan balance rather than paid out of pocket at closing.
On a $700,000 San Diego loan, the IRRRL funding fee is $3,500 — financed into the new balance, it adds approximately $20 to $22 per month to the payment at current rates.
What the IRRRL Cannot Do
Understanding the IRRRL's limits is as important as understanding its benefits.
You cannot take cash out. The IRRRL is strictly a rate-and-term refinance. If you want to access home equity, you need a VA cash-out refinance — which requires full underwriting, income documentation, an appraisal, and a funding fee of 2.15% (first use) or 3.3% (subsequent use).
You cannot use it to refinance a non-VA loan. If your current mortgage is FHA, conventional, or any other program, the IRRRL is not available — regardless of your VA eligibility status.
You cannot finance an unlimited amount of closing costs into the loan. The VA limits how much can be rolled in above the payoff balance and funding fee. Discount points, origination fees, and prepaid items have specific rules on what can and cannot be financed.
2026 VA IRRRL Rates in San Diego
VA IRRRL rates in 2026 have been trending in the range of 5.375% to 6.00% for 30-year fixed loans (VA Loan Network, 2026). Individual rates depend on credit score, loan amount, lender margins, and whether points are paid.
VA IRRRL rates are typically lower than conventional refinance rates for the same loan size because the VA guarantee reduces lender risk. The absence of mortgage insurance — which conventional loans with less than 20% equity require — also makes the effective cost of a VA loan lower than a comparable conventional loan at the same note rate.
For San Diego veterans who purchased or refinanced in 2022 and 2023 at rates above 6.5% to 7.5%, a 2026 IRRRL at current rates represents meaningful monthly savings:
On a $700,000 loan:
- At 7.00%: approximately $4,657/month P&I
- At 5.75%: approximately $4,085/month P&I
- Monthly savings: approximately $572
- Annual savings: approximately $6,864
These are illustrative figures. Your actual rate, payment, and savings depend on your specific loan details, credit profile, and lender terms. Rates change daily.
IRRRL vs. VA Cash-Out Refinance — Which Is Right for You?
Veterans sometimes confuse the IRRRL with the VA cash-out refinance. Here is a side-by-side comparison:
| Feature | VA IRRRL | VA Cash-Out Refinance |
|---|---|---|
| Purpose | Lower rate or switch ARM to fixed | Access equity or refinance non-VA loan |
| Appraisal | Not required in most cases | Required |
| Income docs | Not required | Required |
| Funding fee | 0.5% (exempt if disabled) | 2.15% first use / 3.3% subsequent |
| Timeline | ~30 days | ~45-60 days |
| Cash proceeds | Not available | Available up to 90% LTV |
| Existing VA loan required | Yes | No — can refinance any loan type |
| Net tangible benefit test | Required | Not required in same form |
How to Apply for a VA IRRRL in San Diego
Step 1: Confirm you have an existing VA loan on the property. Your current mortgage statement and original loan documents confirm this.
Step 2: Check your current rate against the 0.50% net tangible benefit threshold. If today's IRRRL rates are at least 0.50% below your current rate, you likely qualify on the rate test.
Step 3: Confirm your disability exemption status if applicable. If you have a service-connected disability rating of 10% or higher, confirm your funding fee exemption before applying — it saves the 0.5% fee entirely.
Step 4: Apply through a VA-approved lender or broker. The lender confirms your existing VA loan through VA systems, orders title, and handles the rest. No appraisal is ordered in most cases.
Step 5: Review the Loan Estimate carefully. The IRRRL closes without an appraisal, which means the lender cannot verify your home's current value — confirm the new loan terms, funding fee, and financed closing costs before signing.
